Construction Productivity: The Real Numbers and How to Fix Them
Construction productivity has barely moved in decades while other industries surged. The causes are well understood — and so, increasingly, are the fixes.
Here is a statistic that should unsettle anyone in the industry: over the past several decades, while manufacturing roughly doubled its labour productivity, construction has stayed almost flat. Some analyses suggest it has actually declined in real terms in certain markets. This is not because construction workers stopped working hard. It is because the way the industry organises work has structural inefficiencies that grinding harder cannot overcome. The good news is that the causes are well documented, and the fixes — while not easy — are entirely within reach.
Where the hours actually go
Time-on-tools studies consistently find that a construction worker spends a surprisingly small fraction of the day actually installing work. Estimates vary, but a common finding is that only around a third to a half of paid site time is value-adding. The rest disappears into waiting, walking, rework, looking for materials, looking for information, and idle time caused by another trade not being finished. Much of construction's waste is information waste — the waiting and rework caused by the wrong information reaching the wrong person at the wrong time. A supervisor who opens a tablet and sees the current drawing, the today's task list, the material status and the quality checklist is simply not going to lose two hours the way one working from a printed drawing three revisions stale will.
The measurement problem
You cannot fix what you do not measure, and construction has historically measured productivity poorly. Percent-complete is reported subjectively. Cost data arrives weeks late. Field progress and financial actuals live in separate systems that never quite reconcile. The firms making real productivity gains have closed this loop: they capture progress at the point of work, tie it to committed and actual cost in near real time, and can see — this week — whether a project is gaining or losing ground.
Digital progress tracking also changes behaviour. When crews know that output is measured objectively and visibly, and when the measurement is used to remove their obstacles rather than to punish them, productivity tends to rise on its own. The goal of measurement is not surveillance; it is to make waste visible so it can be attacked.
